When thousands of little wheel-shaped pieces of plastic escaped the Mamaroneck Sewer Treatment Plant and began washing up on beaches along the Sound Shore last year, the mess created more problems than annoyance for beach-goers: A delay in construction at the plant now has the county pressed for time to complete an upgrade by year’s end or face fines from the state.
